Abstract

This Mixed-Method Research aimed at studying the work performance potential and developing appropriate guidelines for staff development at Trat Hospital. Data were collected from 575 samples using a validated questionnaire (content validity checked by experts) and in-depth interviews with 5 hospital executives. Quantitative data were analyzed using descriptive statistics (mean, standard deviation) and inferential statistics (Independent Sample t-test, One-way ANOVA) with statistical significance set at .05. Qualitative data were analyzed through transcription and thematic coding.

The results revealed that the overall work performance potential of staff was at a high level (ð‘ĨĖ„ = 3.80; S.D. = 0.47). The highest aspect was ethics and morality (ð‘ĨĖ„ = 4.29; S.D. = 0.58), followed by development methods and activities (ð‘ĨĖ„ = 3.90; S.D. = 0.62), coordination (ð‘ĨĖ„ = 3.76; S.D. = 0.58), and motivation (ð‘ĨĖ„ = 3.56; S.D. = 0.65), while practical skills were at a moderate level (ð‘ĨĖ„ = 3.49; S.D. = 0.52). The comparison by personal factors showed no significant difference in gender and age, but education level significantly affected all aspects (p < .05), with higher education showing higher averages.

The study identified five key areas for development: practical skills, work motivation, coordination, ethics and morality, and models/methods/activities. It is recommended that development strategies emphasize analytical thinking through technology, individual development plans (IDP), e-Learning, artificial intelligence (AI), promotion of both hard and soft skills, and organizational knowledge-sharing forums, aligning with lifelong learning and comprehensive human resource development concepts.

Key policy recommendations include establishing clear, inclusive staff development policies for all job categories to ensure equal access to development opportunities and integrating technology and AI into the organization’s strategic plan for sustainable skill enhancement.
