Development of Telemedicine Service Model Using the CBO - Telehealth Programin a Pilot Health Service Unit, Bo Thong District, Chonburi Province

Abstract

Research Study on the Development of a Telemedicine Service Model Using the CBO – Telehealth Program in a Pilot Health Service Unit, Bo Thong District, Chonburi Province. This is action research aimed at developing a telemedicine service model using the CBO – Telehealth program in the pilot health service unit in Bo Thong District, Chonburi Province.
The population in this research includes service recipients and healthcare providers who use the CBO - Telehealth system. A sample was selected, consisting of six medical personnel from Bo Thong Hospital’s NCD Clinic, and 30 hypertensive patients who could control their blood pressure levels and had smartphones capable of communicating via Line OA. Data were collected from March to June 2024. The tools used included in-depth interviews, group discussions, and satisfaction evaluation forms. The data were analyzed using descriptive statistics, including percentage, mean, standard deviation, Independent Sample t-test, and One-way ANOVA, with a statistical significance level of 0.05 and a confidence level of 95%.
The research results found that the telemedicine service model using the CBO - Telehealth program consists of five steps: 1) Registration and appointment for telemedicine services 2) Communication and receiving telemedicine services via Line OA 3) Providing telemedicine services and arranging the queue for telemedicine services 4) Recording data on telemedicine services and dispensing medications and 5) CBO - Telehealth system administration and telemedicine service equipment management. This developed telemedicine service model was able to efficiently serve patients in the Non-Communicable Disease Clinic (NCD Clinic) of Bo Thong Hospital. After development, it was found that service recipients were overall highly satisfied, particularly with the quality of the system, which was rated at the highest level. The comparison of service recipients’ satisfaction with telemedicine services using the CBO - Telehealth program in the pilot health service unit, Bo Thong District, Chonburi Province, found no significant difference at the 0.05 level.
Summary and Recommendations: The telemedicine service using the CBO – Telehealth program allows service recipients to access the service system conveniently and quickly, reducing congestion, waiting times, and costs. The research results can be used as input for the preparation of the Chonburi Provincial Health Strategic Plan 2025-2027, aimed at upgrading telemedicine services to cover other health service facilities.
