The Effectiveness operation of the Thai - Cambodian border health development project (Trat - Koh Kong)

Abstract

The objectives of this research were to evaluate the performance of the Thai - Cambodian border health development project (Trat - Koh Kong) in terms of context, inputs, process, and productivity and to study the challenges and recommendations for the project implementation in order to obtain a comprehensive and well – rounded case study that is appropriate for the research objectives. Therefore, the purposive sampling method is utilized to obtain the data from 15 key informants who are related to the project. The results of the study are presented as follows.

1. The results of the study on the terms of context. The key informants in this research consider this project appropriate and precise for the problem and the need of the area, which has resulted in the development of medical and public health services in both provinces and benefited cooperation and relations between neighboring countries, positively affecting public health services to people along the borders of both areas.
2. The results of the study on the import factors. There was a preparatory meeting as well as adequate and proper support of budget and materials needed to develop working for each area which are required and suitable for the mission of system development both in terms of personnel and in terms of budget.
3. Results of the study on the process. It was found that the implementation process of the border health system development project between Trat and Koh Kong Province emphasizing on teamwork in the form of a working group is actively participated in operational planning, budget management and monitoring by the agencies involved in both the public health and security agencies.
4. The results of the study on productivity. Overall, it was found that the operating results were successful and met the project objectives. There are empirical work that can be seen concretely and network forming as a mechanism to drive preventive action activities to mutually solve problems of fortification of agencies in the management of disease and health hazards along the border; developing cooperation in the provision of medical public health services in the border areas; development of health systems and consumer protection in special areas in border areas and joint public health operations between partners (Trat - Koh Kong) for the development of the structure of the hospital and strengthening the public health service system.

The results of the assessment reflect that all areas can apply policies to define guidelines or strategies to solve the problems of the area based on information about conditions, problems, diseases and health hazards that are true and consistent with the context of the area, which encourages relevant agencies at the local level to take part in determining the direction of the health system development of the area concretely.
