Developing an E-Bidding Model for Managing Supplies and Construction Contracts in the Chonburi Provincial Health Office Network: A Participatory Action Research

Abstract

This developmental model aims to establish an e-bidding framework for managing supplies and construction contracts within the Chonburi Provincial Health Office network, adhering to the principles of POLC (Planning, Organizing, Leading, Controlling) management. The research followed a four-phase approach, including a situation analysis, model development, suitability and feasibility evaluation, and practical reflection, to formulate an action plan for 2024-2025. The study involved 44 individuals responsible for contract management at both district and provincial levels. Data collection methods included in-depth interviews, focus group discussions, workshops, and evaluation forms. Quantitative data were analyzed using frequencies, percentages, and medians, while qualitative data underwent thematic and content analysis. Key findings revealed four primary causes of unsuccessful management of supplies and construction contracts: contractor-related issues, officer-related issues, deficiencies in procurement management and construction contracts, and participation. The model for managing supplies and construction contracts comprises four main steps, totaling 17 guidelines. These guidelines encompass six approaches to planning, three approaches to organizing, three approaches to leading, and five approaches to controlling, all evaluated by experts for appropriateness and feasibility. The results have been embraced by the district and provincial networks, with all guidelines accepted for consideration in the action plan of the Provincial Public Health Office. Suggestions for implementing this model include the development of a work manual, the establishment of communication systems, and ongoing evaluation research
