The development of a public health strategic plan formulation of participation Public Health Office Nakhon Si Thammarat Province

Abstract

This study was qualitative research. The objectives of the study were to study the public health strategy plan within the context of areas evaluated for the public health strategic plan of the Nakhon Si Thammarat Provincial Public Health Office and to develop a model for the public health strategic plan of participation, implementing strategies, supervising, and evaluating public health strategic plans. Including the evaluation of the public health strategic plan management of Nakhon Si Thammarat province. In addition, the study synthesized the proposed policy of an effective public health plan preparation through analysis and linkage of the public health strategic plan of the Ministry of Public Health, the plan of Health Region 11, and the public health strategic plan of Nakhon Si Thammarat Province, and this research formulated and developed a public health strategic plan of participation of the Nakhon Si Thammarat Provincial Public Health Office. The research instrument was a semi-structured in-depth interview and focus group. Samples in this research were the provincial public health executive board, the strategic planning working group, and all levels of responsible members of the evaluation of the implementation of the provincial strategic plan.

The findings revealed that public health strategic plans were consistent and linked in terms of vision, mission, values, and strategic issues. The problem and need are based on a lack of high-quality information systems, a lack of a strategic plan management system in place, and restrictions on stakeholder participation. Furthermore, quality information systems, strategic plan management guidelines, and genuine participation were required. The results of the development of a public health strategic plan formulation of participation of the Nakhon Si Thammarat Provincial Public Health Office consisted of 5 steps: (1) synthesize knowledge from documents, (2) study the problems and needs in the actual field, (3) increase the levels of knowledge management, draft, and improve the management of public health strategic plans of participation by an expert, (4) trial participatory public health strategic plan management to evaluate, improve, and develop a complete model, including proposed policy preparation, and (5) publish a model of the public health strategic plan of participation. The model that had been developed consisted of 7 strategies named “(HITSCAN)7”: (1) strategy for creating happiness with the 7H principle; (2) strategies for developing a quality information system with an intelligent team with the 7I principle; (3) strategy to develop a high-performance organization with the 7T principle; (4) strategy to develop management processes with the 7S principle; (5) strategy to enhance leadership competency with the 7C principle; (6) strategy to increase the level of participation with the 7A principles; and (7) strategy to develop researchers with the 7N principles.
