THE IMPACT OF HAWKERS AND STALLS REORGANIZATION POLICY INTHUNG KHRU DISTRICT, BANGKOK METROPOLITAN ADMINISTRATION

Abstract

               This research aims to study the impact of the hawkers and stalls reorganization policy in Thung Khru District, Bangkok Metropolitan Administration, as well as the problems, obstacles, and guidelines for improving the policy's outcomes. It is a quantitative study, with data collected through questionnaires from a sample group of 180 street vendors. Descriptive statistics—frequency, percentage, mean, and standard deviation—were used to analyze the data. The results revealed that: (1) the overall impact of the hawkers and stalls reorganization policy was at a high level. When considered by specific aspects, the highest impact was on the area, followed by occupation and income, respectively. (2) The main problems and obstacles identified were that street vendors often did not cooperate with the policy due to a lack of knowledge and understanding of the law. Many had been in the same profession for a long time and had no alternative means of income. Furthermore, the new locations provided by the district were inconvenient in terms of transportation and were far from economic zones, resulting in reduced income compared to the previous locations. As for improvement guidelines, it is recommended that meetings be held between municipal officers and vendors to exchange opinions and enhance understanding of the law and compensation measures. Vocational skill development should also be promoted, along with providing new locations closer to the original sites. Public relations campaigns should encourage customers to support vendors in the new areas, and opportunities should be created for the public to participate in policy formulation as stakeholders.
