PERFORMANCE EFFICIENCY OF MUNICIPAL OFFICIALS OF RAT BURANA DISTRICT, BANGKOK METROPOLITAN ADMINISTRATION

Abstract

               This research aims to study the performance efficiency, as well as the problems and obstacles faced by municipal officials of Rat Burana District under the Bangkok Metropolitan Administration. It is a quantitative study that collected data through questionnaires. The sample group consisted of 42 municipal officials from Rat Burana District. Descriptive statistics were used for analysis, including frequency, percentage, mean, and standard deviation. The research findings revealed that: (1) The overall performance efficiency of municipal officials in Rat Burana District was at a high level. When considering each aspect individually, the ranking from highest to lowest was: quality of work, economical use of resources, speed, and quantity of work. (2) The problems and obstacles affecting the performance efficiency of municipal officials can be summarized as follows: a) Staff working continuously for more than eight hours often experience fatigue. Additionally, the use of technology remains limited due to insufficient technological knowledge and inadequate equipment, which negatively affects work quality. b) There are too many urgent tasks, yet too few officials to meet public demand. This mismatch leads to delays in service, and officers also face issues with false complaints, which waste their time in verification. c) Long wait times for services are caused by bureaucratic procedures, as municipal officials must wait for supervisor approval, leading to delays. d) There is excessive use of paper due to the requirement for signatures and certification. Frequent field inspections also result in unnecessary fuel consumption. Moreover, municipal vehicles must be refueled at Bang Khae District—the only designated fuel station in the Bangkok Metropolitan Administration—causing further fuel waste due to the long travel distance.
