Modular Learning Management for Developing Transformational Leaders in Health Systems: Lessons from the Songkhla Provincial Public Health Administrator Development Project

Abstract
This study aimed to analyze the modular learning management process in the Songkhla Provincial Public Health Administrator Development Project (SPHA) for fiscal year 2024 through the framework of Transformational Leadership and Change Management concepts, in order to propose appropriate leadership development curriculum guidelines for regional health systems. The study employed qualitative analysis using Thematic Content Analysis combined with Matrix Crosswalk methodology, analyzing data from training activity reports of six modules, satisfaction assessment forms, and qualitative feedback from training participants.
The findings revealed that all six curriculum modules (Bright Mindset, Data, Strategy, Service, Innovation, and Good Governance) demonstrated comprehensive alignment with the four components of Transformational Leadership, particularly in the areas of Intellectual Stimulation and Inspirational Motivation. The Experiential Learning approach combined with hands-on practice effectively enhanced participants' systems thinking analytical skills and change management capabilities. The study recommends developing long-term monitoring and evaluation mechanisms, as well as establishing leadership networks for sustainable change. The research findings can serve as a model for developing national-level health system leadership curricula.
