Participation in the Development of Public Sector Management Quality (PMQA) among Public Health Personnel in Mueang Songkhla District, Songkhla Province

Abstract

This cross-sectional study aimed to: (1) examine perceptions, attitudes, environmental factors, and participation; and (2) analyze the relationships between personal factors, perceptions, attitudes, and organizational environment with participation in the development of public sector management quality among public health personnel in Mueang Songkhla District, Songkhla Province. The study population consisted of personnel under the Mueang Songkhla District Public Health Office, Songkhla Province. A sample of 70 participants was determined. Data were collected using a questionnaire. The instrument was validated by three experts, yielding an Index of Item-Objective Congruence (IOC) ranging from 0.67 to 1.00. The reliability of the instrument, assessed using Cronbach’s alpha coefficient, was 0.84. Data were analyzed using descriptive statistics, Chi-square test, Fisher’s exact test, and Pearson’s correlation coefficient.

The results revealed that most participants had a moderate level of perception (M = 3.03, SD = 0.65), a moderate level of attitude (M = 3.38, SD = 0.50), and a moderate level of overall organizational environment (M = 3.43, SD = 0.19). Overall participation was at a high level (M = 3.69, SD = 0.36). Work-related factors and perception were positively associated with participation in the development of public sector management quality at a low level (r = 0.25, p = 0.04), while other factors were not significantly associated.

Therefore, the Mueang Songkhla District Public Health Office should establish clear PMQA implementation policies, including communicating policies and performance indicators to all personnel.
