Efficiency of the HIV and STIs services system in community to end AIDS

Background: Department of Disease Control developed the standard for HIV and STIs in community for civil society organizations (CSOs) to use as a tool to guide for organizing the services system, to jointly drive the end of Thailand's AIDS problem by 2030. This study aimed to determine the efficient organization of HIV and STIs services in community by CSOs.
Methods: The study consisted of 5 steps, namely 1) meeting to clarify the standards; 2) civil society organizations adopted the standard and self–evaluation; 3) internal evaluation by the Provincial Public Health Office; 4) external assessment by the regional standard evaluation committee; and 5) analyze the efficiency of 5 organization in 3 provinces in the Eastern Economic Corridor by purposive sampling with self–evaluation and internal evaluation according to 70% or more of the standard.
Results: 5 in 6 CSOs that passed the standard criteria representing 83.33 %. All efficient organizations had excellent level, classified as 2 RRTT(P)R (Reach-Recruit-screening Test-refer to Treat-Prevent-Retain) organizations representing 40%. 2 RRR (Reach- Recruit- Retain) organizations representing 40%, and 1 RR (Reach- Recruit) organization representing for 20%.
Discussions and Conclusion: There was no difference in the results of the internal and the external evaluation. In addition, all organization ability to perform an outstanding level, which a level of performance does not depend on scope of services but depend on the management systems according to the specified standards. Important elements of compliant standard are the trained RRTT(P)R providers and supervisor by professional practitioners.
